Civil Service To Nature Workers' Career Goals
The Minister of Education has proposed the creation of a special agency responsible for human resource development within each government ministry to ensure that civil servants perform their best.

Brunei Darussalam must take proper measures to establishing an entity whose roles are similar to those of government agencies in other countries, said Pehin Orang Kaya Seri Lela Dato Seri Setia Hj Abd Rahman Dato Setia Hj Mohd Taib.

"With the establishment of this entity that is related to human resource development, it is certain that every ministry will think of every staff's career paths," the minister said during the Civil Service Institute's 30th anniversary celebration and customers day. It will also determine the format of training programmes that are aligned to meet the strategic needs of the respective ministries, he told more than 100 people who attended the function yesterday.

The Civil Service Institute must re-assess its situation to ensure that it continues to be relevant in facing pressing challenges, especially in the context of providing quality training programmes, he said.

"It is time for the Civil Service Institute to raise the standard of the available programmes to another higher level," he said, adding that the programmes must be at par with best practices.

He stated that quality of the training programmes can only be achieved through collaborations with local and foreign universities.

"The Civil Service Institute needs to function as a catalyst ... (for) changes ... and new practices which will give an added value to the effectiveness of a particular organisation," he said.

Pehin Dato Hj Abd Rahman pointed out the training institute needs to prepare a clear plan for human resource development.

Hj Junaidi Hj Omar, director of the Civil Service Institute in Rimba, noted the increase in the number of civil servants taking courses at the institute.

"About 15,000 requests have been received from participants who are interested in taking the institute's courses every year, but only 5,000 can be accepted by the institute," he said. The increasing number of participants indicates that the role of the institute is more challenging in terms of training and guiding civil servants to raise their skills and foster leadership qualities. Currently, there are about 55 staff working at the training institute, which has outlined short- and long-term strategies to raise the civil servants' professionalism and conducting competency based training.

Programmes that are available include human resource development, information and communications technology, innovation and productivity, and civil service reforms. The 30th anniversary celebration also saw the institute's slogan changed from Excellence in Training ' to Excellence through Human Development.
